Personally, I would say to scale featless legendaries to final form Pokemon, but I don’t have an actual reason for that.

I don't think we'll be having wild Pokemon profiles for the anime, as the anime just has no idea what to do with most wild Pokemon. We're probably just gonna stick to trainers and the few Pokemon that have an actually consistent portrayal

This human kid scales to palkia but when Darkrai and Mewtwo fights it they don't scale

Silvally would be At least 3-C, likely High 3-A in its game key. Gladion's Silvally will be 4-B in the anime. That's the distinction
Also, Ash's Lucario is Tier 2 for defeating Cynthia's Garchomp, who could cancel out Palkia's Spacial Rend with its Draco Meteor.

Please stop conflating the anime feats and the manga feats. Cross scaling between the canons is not allowed, that's kinda the point of this CRT: to apply that. The only exceptions to this have already been accepted to be the Creation Pokemon as they scale to the entire Pokemon cosmology
