I seen this question go around once but I want to make sure entirely.


Context: Doing research on this character called Sabre who is stated to be capable of ripping a human's heart out, and the question is what tier would that be?

Not tabulated, but iirc, breaking a rib requires 4000 N of force, although few heart ripping feats do not break ribs, but rather they pierce through below the breastbone.

Welp, that is ~1.2 times the force the average profesional boxxer, so yes, I believe it qualify as Street level.
