OP says Moon level for both but The Lich's profile says he's likely Large Planet level? And I'm not even sure why it's "likely", those justifications for him being Large Planet level seem fine to me. The Lich probably wins given his Death Manipulation and Timestop, but I don't know how in character it is for him to use those so I might be wrong.
