Monster Hunter: Apex Monster Upgrades and Amatsu

Hi. Not a very long one this time!

New Apex Scaling
As seen here, in Monster Hunter Rise: Sunbreak an Apex Zinogre fights toe-to-toe with Amatsu, a very powerful elder dragon. Though it ultimately falls short of taking the dragon down, it manages to deal relatively impressive damage numbers for a turf war and can afterward be commanded by the hunter to attack Amatsu, in fact briefly overwhelming the elder dragon.

It is heavily implied by in-game dialogue that Amatsu is more powerful than Wind Serpent Ibushi and Thunder Serpent Narwa, the latter of which clashes with the likes of Kushala Daora and those who scale to it like Magnamalo or Teostra.

Furthermore, not only Apex Zinogre but all Apex Monsters can show up as "Major Threats" in Rise's base game Rampage Quests. Major Threats are considered to be "stronger than regular monsters", and Rampage Quests can include Kushala-level monsters such as Rajang or Bazelgeuse as normal monsters subordinate to said Major Threats. Since Apex Monsters who appear in Rampages are always Major Threats, they are always considered stronger than the likes of Rajang or Bazelgeuse (who scale to each other and Kushala Daora).

Therefore, Apex Monsters scale to being comparable with Amatsu, who scales to Narwa, who scales to Kushala Daora, and as such Apex Monsters should be rated at High 6-C like other Kushala-level monsters.

Addendum for Amatsu
This can also be used to justify Amatsu's tier at High 6-C, given the aforementioned scaling.

...wow, we don't have Apex keys for Rathalos, Mizutsune, Diablos, or Rathian. Arzuros doesn't have a profile, too. I guess that'll be another CRT then.
 
Rampage horde leaders monsters command entire hordes. Something as simple as an Apex Azuros can have things such as elder dragon level monsters doing its bidding. You might see a rajang or something doing work for something like a apex rathalos.

To further show their strength they can't be captured nor ridden. The only time u can ride an apex was with two people and after it was already damaged by Amatsu. Plus it seems like no matter what tier monster you were prior to becoming an apex, becoming an apex automatically makes you an elder dragon level monster. Azuros is actually a low tier monster. But upon becoming an Apex, he automatically becomes elder dragon level.

This isnt the case with like subspecies or variants. So it seems like Apex monsters imo > Rare species, Deviants, subspecies, variants. As you can be a weak monster prior to becomng an apex and surpass something like a Rathalos. Where as if a Rathalos wanted to become an elder dragon level monster he would need to be a rare species (Silver) or deviant (Dreadking Rathalos). Basically Apex monsters are at the top top
