No. Hagoromo didn't manipulate anything at MFTL speeds, the novel later on confirmed that the asteroid was 200km above the Earth surface.

Hagaromo is able to manipulate light particles to travel to constellations in a short amount of time, which gives them mftl speed, and then sakura/Sasuke is able to intercept those same particles, which also gives them mftl speed.
