You still realize that there are 3 people between Garou and Yang in the 4-A Non-Smurf list (Alongside 5 others above Yang), right? Shouldn't you list them as well?

Note: Though Wei places higher than the EBF characters (Specifically Godcat and Akron who aren't smurfs) in the non-smurf list, the players have passive 5-D plot/fate hax as well as passive law/probability hax that would make them stomp Wei. Also, Announcer is in the place of Black Hole because he has thought-based 4-D plot manipulation that also doubles as power nullification (He could probably even place higher if I wanted him to because #10-14 are non-smurfs).

Settra gets tied with Gotrek for #2 8-A(for being from the same verse.)
Everyone below that is a haxlord with very little stopping Settra from killing them outright and tanking all their shit with his 1-A resistances, or is Frisk and Oracle who both have no wincon as Settra beats them to death repeatedly resulting in a one-sided Inconclusive that might as well put Settra above them anyway.
Settra also incons Caliborn and can face-tank the insuing blast because his 1-A resistance skeledick is above Homestuck's 1-A crap

So with the new magic hax/resistances, Doctor Doom gets the following haxxes/resistances just from the basic powers of magic:
And that's not including other magic powers such as BFR with range up to High Hyperversal, Power Nullification/Absorption, and Existence Erasure, or the powers/resistances he already had.
So in the 5-B list, his vast arsenal of Low 1-A hax (especially him having 1 layer of hax/resistance for all the listed powers for "basic" magic above) should put him above both Ruphas and Ace, as well as above Cui Heng (1 layer of Low 1-A hax/resistance >> 80 layers of 4-D hax) and Foreigner, who has 1-C hax potency.
That said, he still doesn't stand a chance against Joshua's High 1-A hax (seriously, why is Joshua not #1 in the 5-B rankings, IIRC Lu Zhiyu's hax is "only" 1-A at , peak), so he would be the #3 strongest 5-B.
I'll deal with the other tiers where there is Doom and/or other Marvel magic users later when I'm not busy with studies.

Soul hax in Marvel was tier 1 in potency even before the magic thread, and I am pretty sure that higher dimensional potency beats layers.
And yes, Doom resists soul hax, since he has 1 layer of magic resistance, and even basic magic can destroy souls.

With the new CRT which wiped away his most glaring weakness, this guy is nigh-impossible to kill, let alone fight. with durability negation methods that work at a glance, two true forms in two different dimensions that function as his immortality type 9, being able to swap which version is the 'true form' on a whim, (and being able to spawn a new version of said true form as long as one or the other is alive) he becomes a tough cookie to crack.
