iirc Weiss oneshots baseline High 8C and Todoroki is 90 tons with ice, 7.8 tons with flames and 70 tons with his flames at full power however his durability is 1 ton so it's a battle of oneshots

I think Weiss may be able to win this one with high difficulty by exploiting her limited time manipulation and gravity manipulation via use of Glyphs.
