Yu Mi-Ra Reaction Speed Upgrade

I'm not actually sure if this is a calc question but would this count as a laser? It's technically magic in nature due to being derived from Charyeok (a power borrowed from the gods). It's referred to as such, but I'm not sure if it's exactly like Supe's Heat Vision. If so, that means Mi-Ra has lightspeed reactions which is pretty sweet.
