Shouldn't The Doctor have the Moment added to his list of weaponry since he's the only one who even used it/was going to use it? It should be at least rated "High 1-C" for being able to wipe out all the Time Lords right?
Also the sonic screwdriver (albeit 3 of them) managed to destroy a Dalek...
Both have a month of prep. However, the doctor cannot merge with his TARDIS or use the eye of harmony in it as a weapon to make things fair. HE is also forbidden from using the key to time.

Madoka Kaname at full power. The Doctor can use TARDIS matrix to his advantage (I put this very broadly). Doctor starts off with matrix pre-absorbed. Morals off.
Even being a Doctor Who expert, I'm not quite sure still whether on this wiki we still count The Doctor's 1-C power source to be attainable by him. In the Comics he does it, but then again, not sure if canon.
