Doesn't controlling the continent refer to her authorative power rather than actual power? What makes this different from making any IRL head of government country level for controlling their conuntry?
 
No it's explictly stated to be her power, along with being able to watch the entire world.

This was after everyone on the continent were turned to stone, so this is obviously in reference to her power.
 
"Watching over the world" looks like another reference to her authority.

Undoing petrification of a continent's population is not a continent level feat.
 
She is stated to have absolute control over a continent, how does being a monarch give you the ability to affect a continent in such a way as reversing the petrification of millions of people across an entire continent?

It's not that hard to understand, she controls the entire continent which is a continent level feat, i just mentioned the petrified people to illustrate my point that absolute control isn't refering to her position as an emperor.
 
Absolute control over the continent as in control over its government, because statements such as this always refer to it in that context.

Reversing petrification is not a feat of affecting the landmass, which would be required as evidence, so it cannot support the continent level AP.
 
This is honestly nitpicky, it's stated she has absolute control over the continent and then literally the next line down in reference and clarification of her power, it's stated she has the power to return it to normal, and this is again in reference to her absolute control.

"But if he has absolute control over Balabora, he might also have the power to return it to normal"

This is pretty clear cut what it means, and has nothing to do with her control of the government.
 
It means that she can nullify petrifiying on a continental scale.

It does not mean or clarify that she has literal control of the continent's landmass, which would actually be 6-A, and the fact that her feat of restoring Balbora only affected the population rather than the area further insinuates her power is of subjugation over the people.
 
The statement is there there that she has absolute control over the continent, hence she is continent level, nothing contradicts it, it is not because is the leader of the continent why she has absolute control, she has absolute control because she is powerful.

The petrification nullification is just a demonstration of that power, and it's not even petrification anyway, she, the balbora empire and the people of balbora are all characters from a story who were brought into the real world by the memory collector.

The memory collector is the one who made the fictional characters and balbora continent real, emperor balbora has the same power as his except the memory collector is more powerful cause he always existed in the world and wasn't a fictional character.

The people were "petrified" because they weren't fully brought into the world due to some error made by the memory collector.
 
On second thought, i think it's better if she gets an unknown rating, it isn't clear if her control of the continent comes from her own physical power, or her reality warping which she does by giving up part of her body, her reality warping is how she was going to fix the ppl of the empire anyway. She also hasn't fought anyone herself.
