Vlad Masters (5yl) Vs. Vegeta (Dragon Ball Z)

I'm pretty sure Vegeta speedblitzes due to being FTL, while Vlad is merely Relativistic at his peak.
 
But he got his hax, wouldn't those also factor in? Plus in character, Vegeta would test Vlad out first so a blitz is out of character for him.
 
Such an analysis would happen so fast that it's still a blitz. Gotta = speed or this is a stomp and must be closed.
