I think that's a bit of headcanon. They probably just portrayed the kamehameha that way to showcase that it's indeed a "Super" kamehameha. Final flash was also way bigger than Cell, but nobody is going to argue that it didn't hit cell fully.

The attack went the other direction, the recoil of the attack is what they tanked and it sent them to Jupiter. I'm not entirely sure how people calculate recoil however, but it's probably a lot lower...
Hey just wondering why do we take the serious punch² as an individual feat? The name of the attack and the name of the chapter both hint at the attack being the power² of Garou and Saitama. Shouldn't a regular serious punch be a lot lower then?

Maybe what they're referring to with "stronger than GOD's" is MUI. If he goes MUI I hope he doesn't lose because according to the spoilers posted Goku is going to lose.
The problem is that it's painfully obvious fanservice, because people dig the way Broly looks. And instead of writing some sort of a convincing story or reason as to why they went full-on fanservice they just brush it off and tell you to deal with it.
